After 5 unsuccessful login attempts OAM locks an user account showing the following error in the browser:

By default OAM locks an user account after 5 unsuccessful login attempts.
To change this behaviour modify the parameter DefaultRetryLimit in oam-config.xml (OAM 11GR2).
There is a new setting, DefaultRetryLimit, which has superseded MaxRetryLimit as part of the new Password Policy functionality in 11.1.2, and defaults to 5 attempts.
By default it has the following value:

An user account gets locked after 5 unsuccessful login attempts.
To disable this behaviour put a value of 0.
